Australian Dignitary Visits BLE

It often takes years for regulatory reforms to become laws of the land in the railroad industry. In this issue of the Locomotive Engineers Journal, we examine several of the top regulatory issues facing the BLE and its members.

BLE FOCUS

Locomotive cab working conditions
"The research and analysis done in response to the Act supports further work in concert with the industry parties to address temperature extremes in the locomotive cab and toilet areas. Literature on human performance suggests that more strictly controlling cab temperature would provide greater confidence in the capacity of crew members to perform their duties safely and efficiently."

Positive Train Control (PTC)
PTC has assumed a level of importance greater than any other activity of the RSAC process.

Remote Control
Remote control is control of a locomotive from a location other than the locomotive cab. Remote control of locomotives from a mobile controller, known by one manufacturer as "beltpack," has recently reappeared on FRA's agenda.

Event recorders & automatic recording devices
Over the past 35 years, the capability of monitoring various apsects of the operation of all types of vehicles has improved dramatically. The National Transportation Safety Board is leading an effort to require the use of state-of-the-art data collection equipment in all modes of public transportation.

Why does the regulatory process take so long?
For BLE members - and for elected BLE officials - securing regulatory changes can be frustrating at times, especially since the process is so slow.
