Brother and Sisters,

On May 23rd, 1999 the CCROU and the Company reached a tentative agreement. After meeting in Calgary for 10 consecutive days with the assistance of a two conciliation officers appointed by the Minister of Labour, a Memorandum of Settlement was signed late Sunday afternoon.

The following are the highlights of what the Memorandum of Settlement contains. Local Chairs will have a complete copy of the signed Memorandum forwarded to them by mail this week.

Company demands on the elimination of Conductor Only premium benefits, Yard Foreperson only yard crews, Extension of Yard Limits up to 75 miles, Variable Runs (Interdivisional, Wheeling and C-turns) and reductions in guarantee payments which were contained in their original demands are all gone. We believe this comprehensive settlement represents gains for our members in a number of very important areas. At the same time it also represents the first contract in the last 20 years or more where no major concessions have been achieved by the Company.

Your committee wishes to thank you for your patience and support in our efforts to achieve this agreement. A ballot is being prepared and will be distributed to you in the near future. Your decision in that ballot will govern this committee.
